Management Team

Troy W. Eckard
Chief Executive Officer/President

Mr. Eckard is the owner and President of American Energy Partners, Inc. As President, he oversees company policy, acquisition of the firm's assets, and makes all final investment decisions. He has focused his entire career in the energy sector in order to elevate himself to a position of expertise in understanding and handling his Partner's energy investment needs. Mr. Eckard has over 18 years of expertise in the oil and gas industry specializing in direct participation and private offerings in the acquisition of oil and gas interest. Since forming AEPI, he has spent the last 10 years working in the operational and asset management aspects of the industry. Mr. Eckard is also Owner and President of the managing broker-dealer, Eckard Investment Services, Inc. (a licensed FINRA investment firm incorporated since 1957, formerly NASD) which handles and maintains all AEPI accounts. Mr. Eckard, along with AEPI, are involved in numerous oil and gas organizations such as the Texas Independent Producers and Royalty Owners Association, National Association of Royalty Owners, a member of the Texas Railroad Commission, and other civic and local organizations. Mr. Eckard holds the Series 6, 7, 22, 65, 39, and 63 NASD securities licenses.

Donald F. Hambly
Vice President of Operations

Don Hambly joined the Eckard Companies in 1992 and is currently the Vice President of Operations for American Energy Partners, Inc., Eckard Land & Acquisition, Ltd., Eckard Natural Resource Group, LLC and Eckard Investment Services, Inc. Mr. Hambly specializes in the acquisition, development and operational oversight of oil and gas and Edwards Aquifer assets for the Eckard Companies and its Partners. Mr. Hambly is also responsible for ensuring Eckard Investment Services, Inc's compliance with all FINRA, State and SEC regulations and holds the Series 6, 7, 22, 24, 26, 39, 63 and 65 FINRA securities licenses. Prior to joining the Eckard Companies, Mr. Hambly served in the United States Army with the 3d US Infantry "The Old Guard", stationed in Washington D.C.

Brian Topper
Chief Financial Officer

Brian Topper has over 25 years of experience in accounting and financial management in a broad spectrum of industries. Prior to joining Eckard Companies, he held financial management positions in the health club, airline, computer, telecommunications, and construction industries. His positions ranged from CFO, Controller and Director of Accounting for each of his former employers. Early in his career, he worked for the National Association of Securities Dealers (NASD) and has recently been responsible for SEC reporting and Sarbanes-Oxley compliance for a public company where he was employed. Brian moved to the San Antonio/Boerne, Texas area three years ago to be closer to family and to further his career. He has been a licensed CPA since 1986 and is a graduate of Virginia Tech with a BS in accounting. He has experience with both public and private companies in managing finance, accounting, legal, human resources, information systems, and administrative functions.

Matt Milligan
Senior Accountant

Matt Milligan has over five years experience within the public accounting industry working as a Senior Associate with a Big Four Firm. During his public accounting career, he has audited numerous clients in various industries including, but not limited to, real estate, industrial markets, banking, insurance and governmental. Matt moved to San Antonio ten years ago to attend Trinity University. While at Trinity University, Matt obtained both his BS and MS in Accounting. In 2008, he became a licensed CPA.

Phillip Zamzow
Land Manager

Phillip Zamzow began working for the company in June of 2003. His previous work experience included several summers working for IBM in Houston as a computer science intern. Phillip came on board straight out of college to begin research and development of several new business ideas for Eckard Companies. With his current title of land manager for Eckard Companies, Phillip oversees the leasing of oil & gas prospects for American Energy Partners, Inc. as well as the development of key real estate properties for Eckard Land & Acquisition, Ltd. Phillip holds a degree in Computer Science from Texas A&M University.
